2. proposal narrative

b. purpose and objectives

the purpose of this proposal is to develop a response to needs described in the first section (section “a”). the response chosen by the advisory committee includes the design of standards-based curriculum units. the units will be based on south carolina standards, which are aligned with the revised bloom’s taxonomy of educational objectives. the initial or first phase of work will focus on social studies standards. future work will address science, math, and english/language arts as those south carolina standards are approved over the next several years.

units will be created by experienced, in-service teachers under the guidance of center consultants. units will incorporate activities and materials that engage students in learning and emphasize the alignment of standards/indicators, instruction, and assessment. all work will be based on the revised bloom’s taxonomy of educational objectives. the advisory committee chose to use bloom’s taxonomy because the taxonomy is well-recognized as a tool to help educators clearly describe what they want students to know. the objectives will be arranged in a hierarchy from less to more complex. research indicates that students can “know” about a topic or subject at different levels. while most teacher-made tests still test at the lower levels of the taxonomy, research has shown that students remember more when they have learned to handle the topic at the higher levels of the taxonomy. this is because more elaboration is required, a principle of learning based on findings from the information processing approach to learning (huitt, 2004).

the following table will indicate the relationships among project objectives, activities, and measurement for phase one (social studies). each objective is clear and measurable:
