An entrenched aspect of racial disparity in public education in the US is its reliance on local property taxes, which make up an average of 36% of K-12 funding. In 42 states, there are 969 isolating borders, which EdBuild defines as a line demarcating school districts where one district is at least 25% whiter and spends more per student.
