Elementary schools in Carroll County, Md., are referring more students for behavioral services, particularly students living in poverty and in special education, a task force found. The Carroll County Public Schools task force recommended that schools help teachers get behavioral, mental health and cultural proficiency training; reduce class sizes; integrate social and emotional learning in elementary grades; and refer families to support services.
