Nine states are using their Every Student Succeeds Act accountability plans to apply separate academic growth measurements to evaluate low-performing student groups, according to a policy paper from the National Association of State Boards of Education. Mississippi and Wyoming will use these measurements to incentivize schools to provide more resources to help low-performing students, NASBE associate editor Joseph Hedger said.
