High-school students from the suburbs around Minneapolis, Minn., are traveling to that city to tutor elementary-school students as part of a program to close the achievement gap. The program, through nonprofit Backpack Tutoring, runs for 20 weeks and targets students who often are a grade-level or two behind in school.
